Most departments use a master lock with a key. My concern is that if transporting prisoner with belly chain and an accident happens and medical needs acces to prisoner, key may be lost. Hand cuff key is best as all LEO's will have one.

One key for the full system. My opinion of it is if they have the skills or contraband to escape from handcuffs they can pick or shim a padlock. Good idea and convenient for officers. I would like to see some kind of double lock to it though. I got two of these engraved for my personal restraint pack for hospital and court duty. You can buy bulk packs if your trying to buy for an institution.
